The first step in setting up taxes in Shopify is to determine where your business has tax obligations (often called nexus or tax registration requirements).
This means identifying the countries, states, provinces, or other jurisdictions where you are required to collect tax. Once you know where you have tax obligations, you can register with the appropriate tax authority and then add those tax registrations in Shopify under Settings → Taxes and duties.
In short, the first step is determining where you are legally required to collect tax.
