No. A merchant does not need to be on a paid Shopify plan to submit a Partner review. Review eligibility is based on having an eligible collaboration with the Partner—such as accepting collaborator access, collaborating for more than one week, and not having already submitted a review—not on being subscribed to a paid Shopify plan.
